Robert Bogue with Thor Projects started with a definition of Governance and handed out Chinese Finger Traps to demonstrate his point. "Governance is about managing tension. Creating a strucuture with a little wiggle room." Governance is all about diffusing the natural tension - not trying to eliminate it. Attitudes for Governance include must/must not levels of guidance, should/should not (best practices) and the can/can not opportunities.
On the should/should not - remember to bend a little bit based on business need. If there is a good enough reason, then adjust the quota and write in the extra day for recovery. Don't make should/should nots into must/must nots. You cannot manage 100% of your risks. 80% is good enough. Write a policy about SPD and move on. Don't stop yourself from moving foward. You can reset to site definition. Don't panic and overgovern the should/should not stuff.
Search for "SharePoint Depolyment Guide and Checklist" on the internet and you'll find a soft copy of a set of "Paint Cards." They contain a statements and checkboxes to help guide you through the process of creating a minimally sufficient governance plan. This will help you hit 80%.
